The Generalitat (regional government) of Catalonia ¬has embarked on an ambitious plan through the CTTI to transform and increase the efficiency of its ICT services, which represents a key stage in the modernization of the Catalan government and the improvement and streamlining of its services to citizens and business. This plan is part of the Strategic Government Plan for this term (2011-2014) and is aimed at cutting ICT costs.

The plan has required the design of a new model of public procurement by the government authorities based on concentrating infrastructure and services to provide operating efficiency and savings, and to act as the springboard for the government's transformation. The latter also needs to become more flexible, closer and effective. ICTs must be one of the keys to this transformation and, ultimately, one of the drivers of the recovery of economic activity in this region.

COMPETITIVE DIALOGUE

The Generalitat, through the CTTI, has therefore designed a model of procurement, already in use in the private sector but still atypical in our local authorities. This model has already been adopted in other governments in Europe and the US and is referred to as competitive dialogue.

Dialogue is a procedure covered by public procurement that can be applied when the object of procurement is wide and diverse, as is the case here given that it is objectively complex to define the appropriate ICT resources and requirements to meet current transformation needs. Hence, there is a framework in place for contractual relations, the financial aspect and special terms with providers, whereby companies of the sector can contribute their skills and knowledge and implement innovative service models that are often developed in the private sector and ultimately result in more efficient ICT services.

THE STEP TOWARDS ADMINISTRATIVE EXCELLENCE

Aware of the complex financial situation, the regional government considers it necessary to seek mechanisms for public/private collaboration and to actively involve companies from the sector at every level. The CTTI has therefore launched a government tender procedure through this innovative model.

A 28% optimization/reduction in infrastructure and services costs is anticipated from 2010 and 2013.

The tender is split into four dialogues covering all of the ICT infrastructure and services of the Generalitat: Telecommunications, Workplace and User Care Service (SAU), Data processing infrastructure or data centers, and Applications provisioning and maintenance, for which this partnership, called itteria, presents its bid today.

The goals of the Generalitat in this dialogue are to adopt a rational and optimal model that meets the functional and technical needs and priorities of its departments and agencies, bringing clear efficiency to the development, maintenance and modernization of existing applications, reducing the complexity, duplication and oversizing of the existing systems and incorporating innovative procurement models, all with the clear aim of reducing current costs by around 25%.

For this process and as a result of collaborations within and outside the Generalitat, we have joined forces to create the best proposal for the supply and maintenance of applications.

SEIDOR was launched in Catalonia almost thirty years ago and has over 1,600 staff, 460 of whom are based in Catalonia. The company has experienced a significant annual business growth of over 15% in the last four years and currently has ten branches across Latin America.

AVENTIA celebrates its 15th anniversary this year and now has over 460 consultants across Spain, more than 210 of whom are based in Catalonia. Its head office is located right here in this building and it has a production center in Sant Just. The company has experienced a sustained growth of 8% and currently has offices in Madrid, Lisbon, Sao Paulo and London.

 

NEXICA completes the list of companies comprising this joint venture, contributing 15 years' experience in the hosting and management of services and critical applications in its two data centers, located in Barcelona and Madrid. The company is experiencing annual growth of over 25% and rounds off its portfolio of services with the new Nexica Private Cloud.

This is how ITTERIA came about. We are the combination of three leading Information Technology and Communication companies in Catalonia, 100% Catalan and leaders in our areas, that have undertaken parallel paths in the sector, with backgrounds spanning 15 and 30 years. We have a combined turnover in excess of €160 million and 2,100 professionals, 650 of whom are based in Catalonia.

We are a Catalan initiative that brings together the two Catalan ICT companies with the largest business turnovers and most resources (SEIDOR and AVENTIA), and the only one to incorporate Catalonia's leading infrastructure company, pioneering across Europe for its Internet data centers (NEXICA).

We are familiar with local government, a sector that accounts for more than 15% of our business and in which one of the most valuable skills is the development, maintenance and transformation of applications. It is in this area that we have joined forces.

The companies behind ITTERIA are the only Catalan companies ranking in the Top 100 ICT companies in Spain. Catalonia accounts for 40% of our business, while international business represents 19%.

ITTERIA: the most international Catalan alliance that has joined forces for the dialogue. Our strategic goal for 2015 is for our international business to exceed 40% of our turnover, and our commitment to the Catalan authorities is to capitalize on our experiences in the rest of the world.

ITTERIA's value is based on seven commitments: innovation (the cornerstone of our proposal), proximity (we are familiar with and understand the Generalitat), specialization in high-level skills and technologies, success (backed by proven experience and references), qualified service, high volume of qualified professionals, certified quality, and a strong ethical commitment to Catalan ICT business through the creation of a consortium of Catalan ICT companies.

Our membership of this consortium affords us the capacity and skills to stand as a high-value Catalan competitor. This initiative is the result of an alliance strategy that already includes partnerships with twelve Catalan companies in the sector.

Thus, through the creation of this consortium, we have come to form a complementary cluster with high innovative value, paving the way for a preferential, ethical and sustainable procurement model.

OUR VALUE PROPOSITION: TRANSFORM BY INNOVATING

Transforming through innovation is our motto and revolves around two main points: innovative purchasing, which will allow us to transform the delivery of applications into pay-per-use service models, and the industrialization of applications, which is characterized by streamlining the layers of construction and maintenance of applications.

Our strategy is based on maximizing the innovative procurement model on the greatest possible number of applications and on applying industrialization models where the provision of innovative models is not feasible in this area.

We believe that the twelve transformation initiatives we have presented can achieve an efficiency ratio in excess of 35%. To carry out these initiatives, we have calculated an investment of €4.5–5 million for the first three years.

Our goal then is to make these efficiency ratios a reality and to ensure that they translate into useful, innovative and, as requested by the Generalitat, efficient solutions. These initiatives are all applicable to other government authorities and regions, which is an aspect to consider for the possibilities of capitalization and national and international projection.

We have a strategic partnership with Microsoft to disseminate initiatives related to this process and its technology, creating an international ICT business base from Catalonia.

Investing in innovation is another of the priorities of itteria. We have made a commitment to create a Software Factory in Catalonia to provide services to the Generalitat and to our domestic and international clients and the Consortium. This initiative will act as a hub for the generation of ideas and projects and will contribute naturally to preferential, ethical and sustainable procurement.

In short, ITTERIA is the natural Catalan answer to the ICT transformation needs of the Generalitat of Catalonia. We believe that our proposal is aligned with the goals of the Generalitat.
